As reflected in Grace Community Covenant Church's Constitution and Bylaws, the Church Council consists of at least 10 non-pastoral members, nominated and elected from the congregation. Members of the Council serve for three (3) year terms, with one-third of the members' terms expiring each year. Council members cannot serve for more than six (6) years in succession. The Council consists of a Board of Direction and a Board of Administration in order to pursue the goals and objectives that God has set before the church.
The Board of Administration consists of at least six (6) members. The Board of Administration administers the programs and ministries of the church including assisting the pastors and ministry directors in nurturing the spiritual life of the church; establishing policies and guidelines for oversight of personnel, the administration of finances, the management of facilities, and the general operation of church programs; reviewing and amending of policies and guidelines in conformity with the Constitution, the Core Values of the church and the vision and goals adopted by the Board of Direction. In addition, in consultation with the Board of Direction, the Board of Administration plans and recommends the annual budget and identifies stewardship opportunities for the church.
The Board of Direction consists of at least four (4) members. The Board of Direction assists the pastoral staff in nurturing the spiritual life of the church. Their responsibilities include but are not limited to concentrating on prayer and listening to God; defining values, focus, and strategies of the church; assisting the pastoral staff in casting the vision and direction for the church; evaluating ministries of the church based on measurable goals and objectives; setting priorities for allocation of resources according to the focus of the church and engaging matters of church conflict and discipline.
The Board of Direction and Board of Administration meet jointly as a Council at least four (4) times a year for coordinated planning, including the preparation of an annual budget. In addition, both Boards meet separately on a monthly basis throughout the year.
